ACA-Europe held a seminar entitled 'Efficient, high-quality administrative justice' at the headquarters of the Ministry of Culture on 28 May 2013. The seminar was opened by Mr Jean-Marc Sauvé, in his capacity as President of ACA-Europe, and consisted of two round-table discussions, one of which was moderated by Ms Pascale Fombeur, a member of the Council of State of France et Présidente de la 1ère sous-section de la Section du contentieux, and the other by Ms Rozen Noguellou, a professor at the University Paris Est-Créteil.
The first round table discussed how to reconcile independent justice with ways to check its efficiency. The discussions benefitted from particularly enlightening contributions from Mr Manuel Campos, a judge for the Supreme Court of Spain, Ms Marion Eckertz-Höfer, President of the German Federal Administrative Court, and Mr Alberto Augusto Oliveira, Vice-President of the Supreme Administrative Court of Portugal.
The second round table addressed the basic concepts, criteria and practices concerning the efficiency and quality of justice. Mr Clemens Jabloner, President of the Administrative Court of Austria, Mr Georges Ravarani, President of the Administrative Court of Luxembourg, and Mr Mats Melin, President of the Supreme Administrative Court of Sweden made key contributions to the discussions.
An exchange of views took place after these presentations, during which Mr Emmanuel Crabit, the Head of Unit at the European Commission's DG Justice, explained the EU Justice Scoreboard recently announced in the press by the European Commission. Mr Christian Vigouroux, Chairman of the Reporting and Research Section of the Council of State of France, spoke about the results of the work.
